Lake Wendouree in Ballarat is the best city lake anywhere in Australia - and yes, I've been to pretty much all of them. The Laratinga Wetlands in Mt Barker (a satellite suburb of Adelaide) are also very, very good. The city of Ballarat as a whole has been just about ruined now by massive population growth and unconstrained real estate development over the last decade or so, and this will inevitably impact the quality of Lake Wendouree over time, but for now, Wendouree remains the queen of city lakes.
